Call for Proposal in 2010
Asia-Pacific Network for Sustainable Forest Management and Rehabilitation (APFNet), proposed by China and co-sponsored by Australia and the United States, was agreed by the 15th APEC Economic Leaders’ Meeting in September 2007 in Sydney, Australia and was incorporated in the Sydney APEC Leaders’ Declaration on Climate Change, Energy Security and Clean Development.
The Mission of APFNet is to promote and improve sustainable forest management and rehabilitation in the Asia-Pacific region through capacity-building, information-sharing, regional policy dialogues and pilot projects.
Projects are important approaches to assist developing economies to increase the capacity, strengthen the communication and policy dialogue, share the information, and demonstrate the best practices of forest rehabilitation and sustainable forest management in the Asia-Pacific region, which will ultimately contribute to the environmental protection and sustainable social and economic development of societies and economies.
Principles
During the development of project proposal, some principles below shall be considered by the applicants:
- Conform to the Mission and Objectives of APFNet.
- Take into account ecological, economic and social effects.
- Conform to forest policy, strategy and related laws of the locality.
- Promote multi-stakeholder participation, community-based development and integrated approaches.
Project categories and priorities
In accord with priorities specified in APFNet framework document, the applicants can apply for projects of the following several categories:
- Policy studies
Focusing on design and optimization of policy and mechanism on forest management, including improving the strategic planning and implementation; - Demonstration projects
All activities concerning forest rehabilitation and sustainable forest management, especially those to showcase practical techniques and good practices relating to rehabilitation of degraded forest lands, secondary forests management, biodiversity conservation, and mitigation of and adaption to climate change; - Capacity building programs
Designed to enhance capacity of policy making and forest management to improve local livelihoods, including conducting training workshops on co-management, community-based forest enterprises development, technique transfer for rehabilitation of degraded forest lands, monitoring of forest resources, forest carbon accounting and monitoring, development of alternative livelihoods, as well as the capability enhancement for forest policy-makers through granting scholarships for their further education .
Who can apply?
Government agencies, NGOs, universities or research institutes and other non-profit organizations of developing economies in Asia-Pacific region or international organizations are eligible for the project application.

What’s the grant ceiling?
The APFNet’s grant for each project proposal is limited to US$ 1.5 million with the project duration not exceeding 36 months.
The small-scale and short-term projects as well as projects with support from international organizations or other funding source will be considered with priority.
How to apply?
In order to enhance the efficiency of preparation and appraisal of the project proposal, the applicants should submit project concept note before 31th May. If the concept note has been accepted by the APFNet, the applicants will be informed to further submit project proposal.
- Submission of the project concept note
Project concept note shall follow the Concept Note Format. The concept notes submitted by the applicants are only acceptable in English.
All applications shall be recommended by APFNet’s Focal Point with authorized signature on the concept note or a separate letter. Project concept note must be submitted both in paper original in A4 format and in electronic format (CD-ROM). The electronic version must be identical to the hard copy.
Original concept note must be submitted to APFNet Secretariat before 12.00 noon Beijing time, May 31, 2010, in a sealed envelope by registered mail, private courier service or hand-delivery.
Clarifications will only be requested when information provided is unclear, thus preventing APFNet from conducting an objective assessment. - Submission of the Project Proposal
Project proposal shall follow the project proposal format and annexes formulated respectively for Policy Study Project, Capacity Building Project, Demonstration Project. The project proposals submitted by the applicants are only accepted in English.
All applications shall be recommended by APFNet’s Focal Point in the economies or international organizations with authorized signature on the project proposal or a separate letter. Project proposal must be submitted in paper original in A4 format and in electronic format (CD-ROM). The electronic version must be identical to the paper version.
Original project proposal must be submitted before 12.00 noon Beijing time, July 11, 2010, in a sealed envelope by registered mail, private courier service or hand-delivery.

Appraisal of project proposal
- The project expert panel of APFNet will review the submitted project proposals and select the optimal projects.
- APFNet will seek comments of donors on the selected project proposals.
- If approved, APFNet will inform the applicants.
