The Project Document shall be attached to the Project Agreement, which serves as the most important guideline as well as a detailed framework for the project implementation. Its outlines as follow:

1. Background and Rationale (max 2 pages)
- Key problems to be addressed
- Stakeholders and Target Beneficiaries
2. Goal and Objectives (max 0.5 page)
3. Expected Outputs and Project Activities (max 6 pages)
4. Implementation and Management Arrangement (max 6 pages)
4.1 Management structure
Describe a management structure for the project, which involves:
- The Project Steering Committee (PSC),
- Project management procedures and regulations,
- Other issues in routine management such as office facilities, logistics, etc.
- Arrangement of staff in project management, including Project Director, full-time and part-time staff should also be mentioned.
4.2 Financial management
Articulate the financial management system, including financial institution, staffing, set-up of independent project account, auditing, counterpart fund etc.
4.3 Consultant input
Articulate consultants input, including disciplinary field and Terms of Reference (TOR) for each consultant.
4.4 Subcontract
When necessary, part of project implementation, e.g. training, and survey,etc, can be subcontracted to other entities. The following contents should be introduced:
- TOR for each subcontract.
- Principles and procedures of selecting subcontracting organization.
4.5 Equipments procurement
- Types, numbers and producing countries;
- A procurement procedures and equipments management;
4.6 Organization of workshops
Give a detailed description of workshop plan.
4.7 Monitoring and evaluation
As a regular part of project management, Project monitoring will be a continuous process synchronically with project implementation so as to justify the need for correction actions, as well as to ensure project execution towards its objectives.
- A basic monitoring system should be set up, which consists of:
- Procedures and staffing of project monitoring;
- Identifiable objectives and verifiable indicators of the input, expenditures, output, outcome and impact;
- Methods of verification and frequency for collecting related data ;
- Data processing and analysis.
4.8 Impact management
- Expected impact on forest, population, environment, etc;
- Impact on policy making, changes are expected to happen in making relevant policies or policy decision in the project implementing country;
- Demonstration to other areas or countries;
- Other expected impacts.
5 Budget (max 3 pages)
Total amount of funds and detailed budget, including:
- Budget by funding sources, such as APFNet grant, counterpart fund in cash and in kind.
- Budget by categories, including budget for consultants, travel & per-diem, survey and case study, workshop and seminar, equipments, office operation, etc.
- Annual Budget.
