Mid-Term Review on the implementation of the APFNet Strategic Plan 2016–2020 highlights sound progress and remaining objectives
In 2016, APFNet launched its Strategic Plan 2016–2020 that focuses on addressing its aspirations to contribute to the United Nations Sustainable Development Goals (SDGs) and the common vision on promoting sustainable forest management (SFM) and rehabilitation in the Asia-Pacific region by 2020. The plan identifies the priorities, geographic focus and implementation tools for achieving the goals within five years.
 
An internal mid-term review (MTR) on implementation of the Strategic Plan was conducted in 2018. With authorization from the Board, the MTR was carried out by the Secretariat via document review, outputs’ analysis and internal discussion in the context of the set objectives and indicators in the Strategic Plan.
 

Main findings of the MTR

The MTR indicated that during the first three years of implementing the Strategic Plan 2016–2020, APFNet has performed well overall. It is evident that the organization has experienced continued growth in both financial support and activities to support SFM and rehabilitation across the Asia-Pacific region during the period 2016–2018. As of 2018, all the planned activities had been well conducted with sound progress, and it is estimated that all the indicators listed in the Strategic Plan can be achieved by 2020.
 

Challenges and recommendations

Although the internal MTR provided a positive outlook for implementation of the second half of the Strategic Plan, several challenges and recommendations were highlighted:
• With respect to monitoring and evaluation, currently there is no well-functioning system within APFNet. It is important to enhance the long-term monitoring and evaluation of APFNet projects and activities, which should be integrated into future planning of projects and activities.
• The current institutional arrangements of APFNet are still evolving and should be further optimized according to the new development of APFNet. There is a need to continue improvement of institutional arrangements through better definition of functions to enhance the effectiveness and efficiency of the current institutional bodies of APFNet.
• Secretariat staff competence guarantees the efficient operation of APFNet activities. Therefore, it is important to strengthen capacity development of the Secretariat through various channels.
