PROJECT funding application eligibility
APFNet project funding support is open to its members and observer economies. Government agencies and non-government entities committed to sustainable forest management in APFNet's geographic focus areas are eligible for APFNet project grant application. This application should be accompanied with an official letter signed by the APFNet Council Representative(s) of project target economy(economies), proving the consistency of the project ideas with priorities of the target economy(economies).
Current project priorities
Multifunctional restoration of degraded forests through assisted natural regeneration and natural regeneration.
Multifunctional restoration of deforested lands through forest planting.
Improved management of remaining non-degraded forests using best practices in SFM to minimize further forest loss and degradation.
Upon APFNet call for projects, funding applications are reviewed by the Project Appraisal Panel for regular(full-size) projects(with larger amount of funding and longer durations) and by the APFNet secretariat for small-size projects (APFNet funding below USD 100,000 and duration within 24 months).


APFNet project development and management process
Project Identification
This phase entails conceptualization of project ideas, appraisal and final funding approval.

Concept notes (CNs) are required when applying for APFNet project grants. Those recommended by APFNet secretariat/project appraisal panel will be invited for development into full project proposals (PPs).

Project proposals will be reviewed and recommended for funding approval by APFNet Executive Director.

Project Inception
Once project funding secured, joint efforts would focus on following work to officially start project implementation:

Project agreement (PA) and Project Document (PD) preparation and signing  PA stipulates the rights and responsibilities of the project’s parties to ensure the achievement of project objectives. The PD, further developed from the finalized PP, forms a part of the PA and governs in greater detail the project implementation.

Project inception workshop would be necessary to officially kick off the project and achieve alignment among project stakeholders in terms of goals and objectives, teams and roles, activities and workflows, and next-step work.

Project Implementation
Successful project implantation is ensured by creation and execution of effective implementation plans and budgets.

Project annual work plan (AWP) is a primary tool to plan for activities and expected deliverables, budgets, staff and consultants’ recruitment, procurement, and outreach strategy. APFNet project grants are disbursed upon approval of AWP&Bs.

Essential project changes, such as revision of objectives, extension, suspension and termination, shall be communicated to APFNet in a timely manner for approval.

Periodical reporting is required on progress, expenditure, issues, etc.

Timely communication and dissemination keep project stakeholders informed of project progress.

Project Monitoring & Evaluation, Audit

Internal monitoring and evaluation(M&E) by project team would cover project duration.

APFNet would arrange external M&Es, conducted by independent consultants.

Independent auditor’s reports are required to facilitate APFNet grant requirements.


Project Completion and Closure

A project is regarded as “technically completed” when scheduled project outputs and objectives are met and recognized APFNet, sometimes facilitated by an independent terminal evaluation.

When last-phase financial and administrative work is concluded, APFNet issues an official letter to officially close the project.
