Request for Quotations (RFQ) Announcement:Installation and Maintenance of a Forest Fire Prevention Monitoring System and Supporting Facilities in the Tujiin Nars Protected Area, Selenge Province, Mongolia

In accordance with the relevant policies of the Government Procurement Law of the People’s Republic of China and the Procurement Management Regulations of the Asia-Pacific Network for Sustainable Forest Management and Rehabilitation (APFNet), APFNet, entrusted by the Ministry of Environment and Climate Change of Mongolia, hereby invites qualified domestic suppliers to submit quotations for the Project regarding Demonstration on Forest Fire Prevention and Control in the Tujiin Nars Protected Area, Selenge Province, Mongolia (ID: 2025P1-MN).


The procurement shall be conducted in line with the principles of openness, fairness, and impartiality. Eligible suppliers are welcome to participate.


I. Procurement Scope: One (1) complete set of a forest fire prevention monitoring system and supporting facilities, including related installation and warranty services.
Detailed technical requirements are specified in the RFQ document.


II. Procurement Budget: the total budget shall not exceed RMB 1.65 million.


III. Project Location: Tujiin Nars Protected Area, Selenge Province, Mongolia.


IV. Implementation Period: From the date of contract signing until 31 May 2027, by which time all installation, commissioning, and final delivery shall be completed.


V. Supplier Qualification Requirements
Suppliers shall meet the following requirements:
1.Be legally registered within the People’s Republic of China and capable of independently assuming civil liability as a legal entity or other organization eligible to supply the procured goods and services;
2.Possess a good business reputation and a sound financial and accounting system;
3.Have the necessary equipment and professional technical capacity to perform the contract;
4.Have a good record of tax payment and social security contributions in accordance with the law;
5.Have no record of major illegal activities in business operations during the three years prior to participation in government procurement activities;
6.Comply with relevant national laws, regulations, and administrative rules;
7.Consortium bidding is not accepted for this project.


VI. Acquisition of RFQ Documents

    ● Period: 5 January 2026 – 9 January 2026
(Working days, Beijing Time: 09:00–17:00)

Interested suppliers shall send scanned copies of the following documents by email:


Business license (duplicate copy);


Power of attorney issued by the legal representative;


Contact information of the designated liaison person.
Emails shall be sent to bolormaa@forest.gov.mn, with a copy to makun@apfnet.cn (Ma Kun).


The email subject line shall read: “Application for RFQ Documents – Project No. 2025P1-MN.”


RFQ documents will be provided in electronic format via email reply.


VII. Submission of Quotation Documents
