To provide suggestion and policy feedback to MFSC and National Planning Commission with civil society perspective through the wider mobilization and consultations among policy makers’ social and technical experts, civil society organizations, community networks and federations.
Review existing forest policies specifically Master Plan for Forestry Sector (MPFS), international agreements and forestry subsector plans of National Planning Commission and other ministries.
Develop common understanding among wider stakeholders and incorporate their views to support in developing participatory forestry sector strategy.

The project successfully influenced Nepal’s forest policy development by integrating grassroots voices into the national strategy. Through 25 community, 15 district, and 5 regional workshops, over 2,000 stakeholders—including forest users, officials, and civil society—highlighted the need to prioritize community-based forest management and equitable benefit-sharing. Key outcomes include a policy recommendation report submitted to the Ministry of Forests and Soil Conservation (MoFSC), advocating for decentralization, sustainable practices, and restructuring forestry institutions to align with Nepal’s federal transition.
The project exposed gaps in existing policies, such as bureaucratic resistance to community rights in Terai forests and barriers to forest-based enterprises. A policy observation tour to China enhanced stakeholders’ understanding of sustainable forest management models. Media campaigns and press conferences amplified advocacy, ensuring widespread dissemination of recommendations.
By fostering consensus among stakeholders, the project strengthened civil society’s role in policy dialogue. However, long-term success depends on MoFSC integrating these recommendations into the new forestry strategy. FECOFUN continues to lobby for reforms, emphasizing participatory governance and livelihood-focused forest management to ensure ecological and social sustainability.
